This treaty is a global copyright agreement between countries wanting to protect the artist rights with international law. This treaty was designed to replace the Berne Convention treaties. With this update internet reproduction and other digital methods of piracy are targetted as part of a larger industry strategy.

The WIPO is responsible for the administration of International Treaties which "Promote the Protection" of intellectual property.
