The term "high level" to describe a programming language is meant to describe the separation a programmer has from the hardware. Machine language is a "low level" language, where BASIC is a "higher level" language, and C is a "mid level" language.
"Low Level" also means to format a SCSI hard drive from the SCSI card diagnostics, as opposed to the operating system.
