When software is in development, it is 'under construction'. For example, with reference to the The Software Cycle, software may be in sub-standard alpha or beta stage before it is released. Development often occurs as a result of unsatisfactory performance, instability or being unreliable.

Development is done by developers, hackers, engineers, researchers, pioneers and even artists. The result might be the creation of a new invention. Capitalists consider development is strictly measured by economic performance.
